We generalize the assumptions of the parton model to include the possibility of scale-invariant short-distance behavior. A physical picture is used to motivate our formal equations. Bjorken scaling is violated in a systematic way. We compute the asymptotic properties of $\nu W_2$ and show that its moments are power-behaved functions of $Q^2$. Arguments are presented for a nonzero value of $\frac{{\sigma }_S}{{\sigma }_T}$ in the deep-inelastic limit. The asymptotic behavior of electromagnetic form factors is found to be ${\left(Q^2\right)}^{-a}$, where the constant $a$ is related to properties of $\nu W_2$.
