States in a Phenomenological Matrix

Abstract
It is shown that for a -invariant matrix which treats and states as overlapping resonances, one can always define and states which are consistent with the usual phenomenology. In particular the unitarity and analysis of the puzzle are contained in such a phenomenological matrix.
