A discussion of the decay $K^{+}\to {\pi }^0+l+\nu$ is presented, which makes clear that a recent calculation of the $\xi$ parameter in ${K^9}_3$ decay depends upon the introduction of large $\mathrm{SU}\left(3\right)\mathrm{}$ violation and not upon a modification of the hypothesis of partial conservation of the axial-vector current. In addition, a formula is derived giving a means of estimating $\xi \left({m_K}^2\right)$ and its dependence upon $\mathrm{SU}\left(3\right)\mathrm{}$ breaking.
