Abstract
We propose a fragmentation mechanism to interpret in a parton framework the Pomeron contribution which dominates high-energy low- hadronic reactions. We successfully compare our predictions to experimental data on one-particle inclusive distributions. We derive a pure parton expression of the Pomeron contribution which clarifies the theoretical understanding of high-energy interactions.
