Abstract
An exact shell-model framework, used in an earlier paper to interpret the odd-parity () states of below 8-MeV excitation, is extended to the even-parity () states in this range. Good agreement between experimental and theoretical energies is achieved. A negative result is that the lowest state is calculated to have essentially zero single-particle strength.
